Requires officers to bring arrested misdemeanor suspects before a magistrate for arraignment instead of "to answer to the complaint" when an appearance ticket is not issued.

Mandates release on own recognizance for misdemeanor arrests when a magistrate is unavailable or immediate trial cannot be held, with written notice of arraignment time and place provided to the arrested person.

Limits detention for fingerprinting and processing to no more than 3 hours for persons released on their own recognizance.

Changes interim bond requirements for serious misdemeanors to a maximum of 50% of the maximum possible fine (removes previous 20% minimum floor).

Requires courts to presume a person is not a flight risk or nonappearance risk at arraignment if the person appeared as required after being released under this section.
