Requires original equipment manufacturers and authorized repair providers of agricultural equipment to make diagnostic, maintenance, and repair parts, tools, and documentation available to independent repair providers and equipment owners on fair and reasonable costs and terms.

Defines "agricultural equipment" as tractors, combines, sprayers, and similar farm machinery including digital systems, but excludes highway vehicles, off-highway vehicles, personal watercraft, and snowmobiles.

Establishes that fair and reasonable costs for tools and documentation must be equivalent to the lowest costs offered to authorized repair providers, with no fees for digital documentation unless requested in physical form, and no impediments to accessing software tools such as internet requirements or prior authorization.

Permits manufacturers to protect trade secrets and prohibits repairs that deactivate safety systems, violate emission laws, or create non-compliance with federal safety standards.

Authorizes independent repair providers and owners to seek declaratory judgments and injunctions for violations, and to recover actual damages or $2,500.00 (whichever is greater) plus reasonable attorney fees.
