Establishes a "children's assurance of quality foster care policy" that the department must develop, implement through supervising agencies, and make available to the public.

Requires the department to promote participation of current and former foster children in developing the policy.

Guarantees foster children specific rights including fair treatment, sibling/relative placement when appropriate, school enrollment within 5 school days of placement, access to medical and educational services, adequate food and shelter, and a permanency plan.

Creates a grievance procedure allowing foster children to file complaints with supervising agencies, which must respond within 30 days, with appeals available to the department's office of family advocate and ultimately to court for injunctive relief.

Requires implementation of the policy no later than June 25, 2019, with an effective date of 91 days after the 2024 regular session ends.
