Amends the 1933 Public Improvements Act (PA 94) to modify Section 18 regarding free services provided by public improvements.

Allows public improvement hospitals and health care facilities to provide medical care to indigent persons without charge or at reduced rates, and to provide free medical care to comply with conditions of grants or contributions from public or private donors.

Permits public improvements to provide free services to land bank fast track authorities created under the Land Bank Fast Track Act (2003 PA 258, MCL 124.751 to 124.774).

Maintains the general prohibition that public improvements shall not furnish free services to persons, firms, corporations, or public agencies, except as provided in the act's exceptions.

Effective date: April 2, 2025.
