Adds new subdivision (e) allowing public bodies to hold electronic meetings under any circumstances if: no members are elected, no members are compensated, and the body does not allocate public funds.

Exempts public bodies meeting under the new subdivision (e) from the requirement in subsection (8) that only members absent due to military duty or medical conditions may participate remotely.

Clarifies that agricultural commodity groups may hold electronic meetings under any circumstances on and after March 31, 2021, including committees under the agricultural commodities marketing act and various state commodity commissions.

Requires public bodies maintaining websites with regular meeting updates to post electronic meeting notices at least 18 hours in advance and make agendas available at least 2 hours before meetings.

Maintains two-way communication requirements for electronic meetings allowing public participation and public comment periods, including acceptance of typed comments that may be read aloud or shared with participants.
