Requires persons who procure or collect self-replicating body fluids (including breast milk) for introduction into a human body to test each potential donor for HIV or HIV antibodies.

Prohibits use of self-replicating body fluids from donors who test positive for HIV.

Defines "self-replicating body fluids" as bodily fluids reproduced by the body, including breast milk, but excludes blood and sperm.

Creates civil liability for persons who violate testing requirements, allowing donors or recipients to sue for damages resulting from violations.
