Increases the discount for specially designated distributors and on-premises licensees from 17% to 23% on alcoholic liquor purchased from the state.

Removes the temporary 23% discount provision for on-premises licensees that was set to expire July 1, 2021, making the 23% discount permanent for both distributor types.

Makes the effective date of qualified small distiller provisions definite by specifying October 5, 2022, instead of referencing the amendatory act's effective date.

Requires the bill to be contingent on enactment of Senate Bill No. ____ or House Bill No. 4758 of the 102nd Legislature.
