Prohibits school districts, intermediate school districts, and public school academies from using length of service as the sole factor in personnel decisions for teachers, including vacancies, classroom placements, and position eliminations.

Allows length of service to be used only as a tiebreaker when personnel decisions involve 2 or more employees with equal other distinguishing factors.

Requires schools to adopt clear and transparent procedures for all personnel decisions, with teacher effectiveness as measured by performance evaluation systems as a mandatory factor.

Permits consideration of additional relevant factors including length of service in specific grade levels or subject areas, disciplinary records, and relevant special training integrated meaningfully into instruction.

Takes effect July 1, 2024, contingent on enactment of House Bill 4354 of the 102nd Legislature.
