Amends Michigan's Natural Resources and Environmental Protection Act to update cleanup criteria standards for contaminated sites, effective 90 days after enactment.

Requires the Department of Environmental Quality to use EPA toxicity values and follow a specific hierarchy when toxicity data is unavailable, with provisions for updating values based on current scientific evidence at least 10 years old.

Establishes procedures for developing cleanup criteria across residential, nonresidential, limited residential, and limited nonresidential categories based on human health risk assessment and exposure pathways.

Requires all generic cleanup criteria and target detection limits to be promulgated as administrative rules and specifies conditions under which revised criteria apply to ongoing remediation projects.

Makes the act contingent on the enactment of House Bill No. 4826 of the 102nd Legislature.
