Amends the Administrative Procedures Act of 1969 to modify requirements for state agency rule promulgation, including notice procedures and public hearing requirements.

Requires agencies to publish notices of public hearings in at least 3 newspapers of general circulation across different parts of Michigan, including at least one in the Upper Peninsula, 10-60 days before the hearing date.

Mandates that the Office of Regulatory Reinvention electronically transmit copies of hearing notices to the legislative committee within 7 days before the public hearing and that the committee distribute notices to relevant standing committees the next business day.

Allows exemptions from notice and hearing procedures for obsolete rules, OSHA-related rules substantially similar to federal standards, and rules with non-burdensome changes as determined by the office.

Repeals sections 65 and 66 of the Administrative Procedures Act 90 days after the effective date of this amendatory act.
