Adds definitions to the Public Health Code distinguishing between "substance use disorder prevention services" and "substance use disorder treatment and rehabilitation services," with both terms defined by reference to the Mental Health Code.

Eliminates the licensing exemption for private nonprofit organizations exempt under IRS Code Section 501(c)(3) that existed before September 30, 1965 and provides residential services for drug abusers.

Removes the requirement that individuals otherwise licensed to provide psychological, medical, or social services obtain a separate license under this part, and explicitly exempts hospitals and psychiatric facilities from licensure requirements.

Clarifies that a license is not required to provide substance use disorder prevention services, only for treatment and rehabilitation services.

Modifies the department's authority to restrict injunctions against unlicensed substance use disorder service programs to only those offering treatment and rehabilitation services.
