Expands fuel pump allowances to include specially designated merchant license holders without requiring specific population thresholds or inventory minimums, provided the alcoholic liquor sales area is at least 5 feet from fuel dispensing points.

Simplifies previous fuel pump regulations by eliminating separate restrictions based on neighborhood shopping centers, township populations, and county populations.

Allows existing fuel pump operations at licensed premises to be owned or acquired by new license holders transferring or obtaining ownership at those same locations.

Permits specially designated merchant license holders with a primary location to obtain secondary location permits for beer, wine, and mixed spirit drink sales at subsidiary or affiliated locations that also have motor vehicle fuel pumps.
