Prohibits the state administrative board from transferring appropriations to the general fund or using appropriations for purposes other than those designated by the legislature.

Prohibits the state administrative board from providing unapproitated funds to state departments, boards, commissions, officers, or institutions from any source.

Allows inter-transfers of money within a single department's appropriation only if the state budget director notifies appropriations committees and both committees do not approve within 6 session days or 30 calendar days, whichever is earliest.

Establishes a 3% or $125,000 threshold (whichever is greater) for individual appropriation item changes, with an aggregate cap of $200,000 per department, unless both appropriations committees approve larger transfers.

Prohibits transfers or inter-transfers of money appropriated to the strategic outreach and attraction reserve fund, the critical industry program, or the Michigan strategic site readiness program.
