Prohibits performing onychectomy, phalangectomy, tendonectomy, or other surgical procedures that prevent normal functioning of claws, toes, or paws on cats unless medically necessary for a therapeutic purpose

Defines "therapeutic purpose" as addressing existing or recurring illness, infection, disease, injury, or abnormal condition in a cat's claw that compromises health; excludes cosmetic, aesthetic, or convenience-based reasons

Applies to domestic cats of the species Felis catus and hybrids, including savannah cats, Bengal cats, Maine coons, and chausie cats

Establishes civil fines of up to $2,500 for a first violation and up to $5,000 for second or subsequent violations

Allows prosecution by the county prosecutor or attorney general in the jurisdiction where the violation occurred
