Removes "or operator" from the definition of who is prohibited from engaging in unfair or deceptive practices, applying restrictions to owners only.

Expands prohibition on entrance and exit fees to explicitly state charges for entering or exiting mobile home parks or seasonal mobile home parks are banned.

Adds requirement that mobile home park owners offer written leases complying with the truth in renting act when renting or leasing mobile homes or sites to residents who own their mobile homes.

Clarifies that residents cannot be prohibited from selling their mobile homes on-site at resident-determined prices if the purchaser qualifies for tenancy and the mobile home meets park rules.

Makes conditional upon enactment of House Bill 4886, House Bill 4888, and House Bill 4889 of the 102nd Legislature.
