Adds new section 4a requiring mobile home park leases to be signed by the park owner and include: lease start date, rent amount and utility information, owner contact information, notice period for lease termination, and disclosure of tenant rights regarding home sales and lease assignments.

Requires mobile home park owners to provide tenants with free copies of park rules, regulations, and lease agreements at the start of tenancy or shortly after, with electronic copies available upon request.

Authorizes tenants to sell their mobile homes and assign leases if the new owner/assignee qualifies for tenancy, the park owner enters a separate agreement with them, and the home complies with park rules.

Authorizes tenants to post "FOR SALE" signs on their mobile homes if the signs comply with park rules.

Amends section 6 to extend tenant remedies for lease violations to include failures to comply with new section 4a requirements, with damages of $500 or actual damages (whichever is greater) and allows recovery of attorney fees and court costs.
