Allows county road commissions to contract with other county road commissions or the Michigan Department of Transportation for the purchase and use of equipment or machinery necessary for road construction, maintenance, or operation.

Maintains existing distribution requirements for Michigan Transportation Fund amounts to county road commissions, including allocations for county primary roads (75% of remainder), county local roads (balance of remainder), and urban areas (10%).

Requires at least 90% of state revenue returned to county road commissions be expended annually for highway preservation and bridge work, with exceptions for debt service and approved vital projects.

Requires county road commissions to secure pavement warranties for contracted construction projects exceeding $2,000,000 and to report warranty information annually.
