Mandates car rental companies disclose their smoking fee policy and the smoking fee amount for policy violations, and allow consumers to have the vehicle inspected during business hours to determine if the smoking fee will be assessed at return.

Requires vehicle license cost recovery fees to be based on the car rental company's good-faith estimate of average per-vehicle annual licensing, title, and registration costs.

Requires car rental companies to reduce vehicle license cost recovery fees in the following calendar year by the amount of excess fees collected in the preceding year if total collections exceed actual costs.

Applies to car rental companies whose primary business is renting vehicles to consumers for periods of 90 days or less.
