Renames the "Michigan film office" to the "Michigan film and digital media office" and updates all related terminology throughout the statute to use "film and media" language.

Transfers authority for appointing the Michigan film commissioner from the governor to the president of the Michigan Strategic Fund.

Expands the film office's responsibilities to include administering a tax credit program under sections 285 and 677 of the income tax act, including issuing qualified production certificates, accepting applications, determining eligibility, and gathering financial information from applicants for a 10-year period.

Replaces references to fees under the Michigan Business Tax Act (sections 455-459) with references to the income tax act sections 285 and 677 for deposits into the Michigan film promotion fund, and repeals the film and digital media production assistance program under section 29h.

Removes the commissioner's power to create and operate a separate film and digital media production assistance program, consolidating film incentive functions under the tax credit program administered through the film office.
