Establishes a "Bill of Rights for the Homeless Act" protecting individuals experiencing homelessness from discrimination based on housing status in Michigan.

Guarantees homeless individuals the right to use public spaces freely, receive equal treatment by state and municipal agencies, and protection from employment discrimination due to lack of permanent address.

Protects homeless individuals' rights to emergency medical care, voting privileges, confidentiality of records from service providers, privacy of personal property, and school enrollment for homeless youth without discrimination.

Allows civil lawsuits for violations of the act with remedies including injunctive relief, declaratory relief, actual damages, and reasonable attorney fees and costs for prevailing plaintiffs.

Takes effect 90 days after enactment into law.
