Permits law enforcement agencies to issue citations by mail for camera-based violations within 30 days of receiving stop-arm camera information, with citation to include photo/video evidence and violation details.

Requires civil fines from camera-based violations to be distributed to school districts operating the buses for school transportation safety purposes, paid through county treasurers.

Takes effect only upon enactment of House Bills 4929 and 4930.
