State administrative board may convey two parcels of state-owned property in Lansing, Ingham County to the Michigan House of Representatives for $1.00, with conveyance to occur within 1 year of the act's effective date (February 13, 2024).

Roosevelt parking ramp on the property must be used exclusively for House members, staff, and guests, with 29 parking spaces reserved for state nonlegislative employees at the same rate charged to House members; four spaces revert to the House with each of the first four employee separations, leaving 25 permanently allocated.

State retains right of reentry and repossession if property is not used exclusively for stated purposes, and retains right of first purchase if House intends to sell to a third party within 180 days at original sale price; House must pay state 100% of any difference between state sale price and subsequent third-party sale price.

State reserves all oil, gas, and mineral development rights on the property, requiring House or any subsequent owner to pay state 50% of gross revenue from development; state also reserves naming rights to Roosevelt parking ramp with authority over facility signage and associated revenue.

Net revenue from property sale (proceeds minus state department reimbursements for preparation, legal fees, environmental remediation, and litigation costs) deposits into state general fund.
