Establishes a fundamental right to reproductive freedom under Michigan's constitution, including decisions about contraception, sterilization, abortion care, miscarriage management, and infertility care.

Prohibits the state from denying, burdening, or infringing upon reproductive freedom rights unless justified by a compelling state interest achieved by the least restrictive means.

Allows state regulation of abortion after fetal viability only if necessary to protect the pregnant individual's life or physical or mental health, with the attending health care professional determining medical necessity considering all relevant factors.

Prohibits the state from penalizing or prosecuting individuals for their pregnancy outcomes or for assisting others in exercising reproductive freedom rights.

Creates private civil action rights for individuals to seek injunctive relief, damages, and attorney fees for violations; authorizes the attorney general to enforce these protections.

Repeals the Michigan penal code's abortion-related sections, the Legal Birth Definition Act, and the Abortion Insurance Opt-Out Act.

Takes effect February 13, 2024, contingent upon enactment of Senate Bill 474.
