Removes references to "elective abortion" throughout the Public Health Code and replaces with broader definition of "abortion" as medical treatment intended to terminate an intrauterine pregnancy.

Repeals multiple sections of abortion-specific regulations (sections 2835, 2836, 2837, 17014-17017, 17515-17517, and 22224) that previously restricted abortion procedures and required specific reporting and disposal protocols.

Updates disciplinary grounds and sanctions for health professionals by removing violations related to repealed abortion-specific statutes and adjusts references to corresponding sections in Tables.

Eliminates requirements for freestanding surgical outpatient facilities performing 120+ abortions annually to meet specific construction and equipment standards and removes abortion data reporting requirements to the Department of Licensing and Regulatory Affairs.

Makes this act contingent on enactment of HB 4949 or Senate Bill No. ____ (specific bill number to be determined) during the 102nd Legislature.
