Allows individuals convicted of up to 3 felony offenses total in Michigan to apply to have all convictions set aside, with exceptions for assaultive crimes and certain offenses.

Limits individuals to setting aside no more than 2 convictions for assaultive crimes during their lifetime and no more than 1 felony conviction for the same offense if punishable by more than 10 years imprisonment.

Permits individuals convicted of specific sexual misconduct violations before January 12, 2015 to petition for conviction dismissal if they have no other convictions except up to 2 minor offenses meeting specified criteria.

Allows individuals convicted of prostitution-related offenses (sections 448, 449, 450 of the Michigan Penal Code) to apply for conviction set-aside if the offense resulted from being a victim of human trafficking.

Treats deferred and dismissed convictions under specified statutes (liquor control, judicature, criminal procedure, public health, and penal codes) as misdemeanor convictions for eligibility purposes under the act; takes effect only if HB 4949 is enacted into law.
