Automatically registers individuals to vote when they apply for or renew a driver's license, state ID, or enhanced driver's license, provided they meet elector qualifications and demonstrate U.S. citizenship.

Sends registered individuals a notice by mail with option to decline registration using a postage-paid return form; if declined before voting, registration is removed; if declined after voting, individual is contacted to confirm intent.

Allows the Secretary of State to designate state agencies (including the Department of Health and Human Services for Medicaid applicants and Indian nations/tribes) as automatic voter registration agencies to electronically transmit voter registration information.

Requires the Department of Corrections to coordinate with the Secretary of State to automatically register eligible individuals upon release from incarceration, with opportunity to decline registration.

Requires monthly public data reports on voter registrations subcategorized by sex and age, including numbers of individuals registered, declined registration, and registration updates made through these procedures.

Takes effect June 30, 2025, contingent on enactment of HB 4569.
