Requires the Department of Agriculture to issue initial or renewal licenses within 60 days of receiving a completed application; tolls the deadline if the department requests additional information within 30 days

Mandates the department refund license fees and reduce the next renewal fee by 15% if it fails to issue or deny a license within the required timeframe

Waives Class III and Class IV licensing fees for honorably discharged veterans of the Armed Forces of the United States who provide proof to the department

Takes effect immediately upon approval on September 29, 2023
