Extends the deadline for food service establishment licensing fees from December 31, 2023 to December 31, 2027.

Removes the separate $150.00 flat fee for special transitory food units and instead applies the standard $39.00 state license fee to transitory food units.

Maintains existing state license fees for temporary food establishments ($4.00), food service establishments ($25.00), and mobile food establishment commissaries ($25.00).

Preserves exemptions from state license fees for nonprofit organizations with 501(c)(3) tax-exempt status and veterans with applicable fee waivers.

Makes technical corrections throughout the statute by replacing "shall" with "must," updating references to subsection numbers due to the removal of the special transitory food unit fee provision, and clarifying language in application requirements.
