Amends the 1939 grain dealer licensing law to require the Michigan Department of Agriculture to issue or deny grain dealer licenses within 60 days of receiving a complete application.

Establishes that if the department fails to meet the 60-day deadline, it must return the license fee and reduce the applicant's next renewal license fee by 15%.

Requires complete applications to include ownership information (5% or greater stakeholders), facility locations and storage capacity, insurance proof, financial statements, warehouse receipt forms, lease agreements, and bin charts.

Mandates the department notify applicants of incomplete applications within 30 days, with the 60-day processing clock paused until requested information is received.

Requires the department director to submit an annual report by December 1 detailing the number of applications received and processed within the 60-day period, denials issued, and refunds or fee reductions provided.
