Adds definition of "third-party food delivery platform" to describe companies or websites that offer same-day pickup and delivery of prepared food from food service establishments.

Allows cottage food operations to sell products through internet, mail order, or third-party food delivery platforms if the operation provides direct interaction (face-to-face or virtual meeting) with the consumer before sale, and products are delivered only to Michigan residents.

Increases gross sales limit for cottage food operations from $25,000 to $43,000 annually until January 1, 2024, then provides for annual adjustments based on the Detroit Consumer Price Index.

Establishes optional registration program with MSU Product Center that allows cottage food operations to register and receive a unique identifying number in exchange for a one-time fee of not more than $50, with registration records available to the department.

Allows cottage food operations to display either their name and address or their MSU Product Center registration number on product labels, eliminating the requirement to always display full business address information.
