Adds "physician" definition and renumbers definitions in Section 2804 to clarify terminology related to death certification and vital records.

Restructures death certification procedures in Section 2843 to specify eligible certifiers (attending physician, authorized representative, chief medical officer, or pathologist) and requires web-based submission of death records and medical certifications within one year of the bill's effective date.

Requires physicians completing medical certifications to complete department training on the web-based death registration system before submitting certifications.

Expands Section 2843b to apply notification requirements about infectious agents to any individual required to complete medical certification, not just physicians.

Adds Section 2843(5) to prohibit physicians from neglecting or refusing to certify properly presented death records or furnish information in their possession, and makes violation of this requirement subject to discipline under Section 16221.
