Establishes the pediatric cancer research, treatment, resources, and education fund in the Department of Health and Human Services to award grants to qualified applicants including nonprofits, medical schools, research hospitals, institutions of higher education, and school districts specializing in pediatric cancer work.

Creates a grant program administered by the department in consultation with an advisory commission, with rules requiring competitive selection processes, outcome measurement requirements, and monitoring/oversight of recipients.

Restricts grant funds from being used for overhead, organizational expenses, or charges unrelated to pediatric cancer research, treatment, resources, or education.

Establishes a 9-member advisory commission appointed by the governor, including medical professionals, pediatric cancer survivors or caregivers, researchers, nonprofit representatives, and a department representative, with members serving 4-year terms and meeting at least quarterly.

Requires the department to submit annual reports by February 1 beginning in 2025 to the governor and legislature detailing fund donations, grant program costs, promotional efforts, fund expenditures, commission activities, and program impact.
