Authorizes qualified organizations to conduct charity games using charity game ticket dispensers that read tickets and display results in video animation.

Allocates proceeds from video charity game ticket sales as: 45% to the conducting qualified organization, 5% to qualified statewide organizations or the Michigan charity gaming service fund, and 50% to the new charity game veterans fund.

Creates the charity game veterans fund within the state treasury to provide grants to the National Guard Association of Michigan, with excess amounts allocated to reimburse local taxing units and support county veteran affairs offices and the Michigan veterans coalition.

Creates the Michigan charity gaming service fund within the state treasury to purchase and maintain charity game ticket dispensers.

Makes technical corrections to section 7a, including changing "shall" to "must" and "may" in various provisions and clarifying age restrictions for charity game ticket purchases.
