Creates the low-income water residential affordability program fund within the state treasury to receive money from any source and retain interest earnings without lapsing to the general fund.

Establishes a mandatory monthly fee of $2.00 per retail water meter (adjustable after 3 years, capped at $3.00 or 10% annual increase, whichever is less) collected by water providers and remitted to the state treasury.

Allocates fund expenditures as follows: 3% to the Department of Health and Human Services for administrative costs, and at least 80% of remaining funds to providers for income-based bill discounts/caps, arrearage payments, and water loss mitigation programs.

Requires providers to include the affordability funding factor on all retail water bills and report annually by April 1 on meter counts, collections, uncollected amounts, and administrative costs; directs the task force to report to legislature by July 1 each year.

Allows the attorney general to enforce compliance and permits retail customers and philanthropic entities to donate funds, with donors contributing over $5,000 receiving "water affordability champion" designation.
