Allows tenants in metered or sub-metered rental units to request that landlords either send copies of water and sewer bills to both parties or transfer the bill into the tenant's name

Requires landlords to approve tenant requests and transfer water and sewer bills into the tenant's name within 60 days of receiving the request

Prohibits landlords from including water and sewer costs in the tenant's rental payment when the bill is transferred to the tenant's name

Prohibits landlords from discriminating or retaliating against tenants who exercise these rights, including shutting off water access or increasing rent in violation of the lease

Applies only to leases entered into, renewed, or renegotiated after the bill's effective date and does not apply if federal subsidized housing laws conflict
