Creates the "Hunger-Free Campus Grant Act" establishing a grant program administered by the Department of Education to assist public institutions of higher education in addressing student hunger.

Requires eligible campuses to establish a hunger task force meeting at least 3 times per academic year, designate a SNAP enrollment coordinator, provide food pantries or stigma-free food access, and conduct biannual student hunger surveys.

Mandates campuses enable SNAP EBT benefits at campus stores or nearby establishments, hold awareness events during national hunger and homelessness awareness week, and develop meal credit donation programs or allocate funds for free food vouchers.

Allocates competitive grants to institutions with one or more designated hunger-free campuses, prioritizing institutions with the highest percentages of Pell Grant-eligible students, with recipients required to report on fund usage and outcomes.

Establishes the Hunger-Free Campus Grant Program Fund in the state treasury and requires the department to submit a report to state leadership within 3 years assessing the program's impact on reducing student food insecurity and establishing additional hunger-free campuses.
