Adds definitions for "vulnerable child" (minor under 18 with developmental disability, mental illness, physical disability, or nonverbal status) and related medical conditions including developmental disability, mental illness, and physical disability, each requiring diagnosis by a licensed medical professional.

Increases penalties for child abuse in the second degree from maximum 10 years to maximum 15 years for first offense when victim is a vulnerable child and offense occurs while person is working in regulated facility/home or practicing licensed health profession.

Increases penalties for child abuse in the third degree from maximum 2 years to maximum 3 years for first offense when victim is a vulnerable child in similar work settings.

Increases penalties for child abuse in the fourth degree from misdemeanor (1 year) to felony (2 years) for first offense when victim is a vulnerable child in regulated facility/home or licensed health profession setting.

Takes effect 90 days after enactment.
