Extends disabled veteran special registration plates to partially disabled veterans with a service-connected disability rating of at least 50% from the U.S. Department of Veterans Affairs

Maintains existing exemptions from vehicle tax (section 801) for totally disabled veterans while establishing standard renewal procedures for partially disabled veterans

Allows surviving spouses of disabled veterans with at least 50% service-connected disability rating to use and renew the special registration plate after the veteran's death

Permits issuance of disability tabs displaying the international wheelchair symbol to disabled veterans and their surviving spouses who qualify, free of charge

Takes effect 90 days after enactment
