Removes four existing sentencing guideline entries for delivery or manufacture of 1,000+ grams, 450-999 grams, 50-449 grams, and less than 50 grams of certain schedule 1 or 2 controlled substances from MCL 333.7401(2)(a).

Adds five new sentencing guideline entries for heroin, fentanyl, or carfentanil offenses: delivery/manufacture of 1,000+ grams (Class A, Life sentence), 450-999 grams (Class A, 30 years), 50-449 grams (Class A, 20 years), and less than 50 grams (Class B, 20 years) under new MCL 333.7401(5)-(8).

Adds new sentencing guideline entries for delivery/manufacture of 1,000+ grams or 450-999 grams of certain other schedule 1 or 2 controlled substances (Class B with 30-year and 20-year maximum sentences respectively) under MCL 333.7401(6)-(7).

Modifies sentencing guidelines for delivery/manufacture of less than 50 grams of certain schedule 1 or 2 controlled substances, reducing maximum sentence from 20 years to 10 years (Class D) under MCL 333.7401(8)(b).

Changes description of offense under MCL 333.7407(1)(f) from "Disclosing or obtaining prescription information" to "Possession of a counterfeit prescription form" with Class F rating and 4-year maximum sentence.

Becomes effective 90 days after enactment and is contingent on passage of HB 5128 or Senate Bill No. ____.
