Creates a hyperbaric oxygen therapy treatment grant program and pilot program to provide treatment to Michigan veterans diagnosed with traumatic brain injuries or post-traumatic stress disorders.

Establishes a pilot program ending January 1, 2027, administered by the Department of Health and Human Services in consultation with the Department of Military and Veterans Affairs, with eligible veterans receiving treatment at no cost.

Requires the department to issue a request for proposals and prioritize existing in-state providers meeting criteria including having a state-licensed physician medical director, trained technicians, and established treatment protocols.

Creates the hyperbaric oxygen therapy treatment fund to provide grants to approved providers and fund program operations, with money deposited from any source and invested by the state treasurer.

Mandates providers submit treatment plans requiring a physician prescription, veteran eligibility verification, and cost estimates for department approval within 15 business days; providers bill only the program at agreed rates and may not charge eligible veterans.
