Requires employers with 50 or more employees at a call center to notify the Department of Labor and Economic Opportunity at least 30 days before relocating a call center or a facility representing at least 30% of call volume to a foreign country.

Requires employers to notify the department at least 30 days before closing a call center in Michigan if they contract or intend to contract with a foreign provider to perform the same services.

Imposes a civil fine of up to $10,000 for employers that violate notification requirements, enforceable by the county prosecutor or attorney general with fines deposited in the general fund.

Requires the department to compile and publish a registry every 6 months beginning 6 months after the act's effective date, including employer names, relocation/closure dates, number of jobs affected, and location of relocated operations.

Takes effect 90 days after enactment.
