Establishes a state registration program for perinatal facilities to be classified as level I, II, III, or IV maternal care facilities based on Joint Commission verification or equivalent organization approval.

Requires perinatal facilities seeking registration to report their verification to the department once every 3 years on forms and in the manner specified by the department.

Directs the department to publish and maintain an updated website list of registered perinatal facilities with their names and maternal care levels, updated within 30 days of registration.

Authorizes the department to provide on-site technical assistance to facilities seeking verification and, subject to appropriation, incentive payments based on criteria including data collection, patient volume, practice guidelines, patient referral coordination, and safety bundle implementation.

Requires the department to consult with specified organizations including the Michigan Perinatal Quality Collaborative, Michigan Health and Hospital Association, American College of Obstetricians and Gynecologists, and others when developing reporting procedures.
