Removes the requirement that students be convicted of a felony involving assault, physical injury, or death to be ineligible for the Children of Veterans Tuition Grant.

Eliminates the 2005-2006 academic year start date limitation, making the grant available beginning in any academic year.

Removes provisions reducing tuition grants by the amount of tuition waiver assistance received under 1935 PA 245.

Updates language to use gender-neutral pronouns ("the student" instead of "he or she") throughout the statute.

Maintains the $2,800 annual grant amount for full-time students and allows the authority to reduce grants proportionally based on available funding.
