Transfers administration of the state scholarship program from the Higher Education Assistance Authority to the Michigan Higher Education Assistance Authority (or its successor).

Clarifies the definition of "Michigan higher education assistance authority" to mean the entity created under 1960 PA 77, MCL 390.951 to 390.961.

Changes terminology in scholarship eligibility requirements from "approved" to "eligible" postsecondary institutions.

Removes the requirement that applicants cannot be incarcerated in a corrections institution.

Updates gender-specific language in scholarship completion time frames from "his or her" to "the applicant's" for both standard applicants (10 years) and those affected by COVID-19 (11 years).
