Establishes penalty of up to 10 years imprisonment for knowingly possessing tools or explosives designed to break into buildings, vaults, safes, or other depositories with intent to steal money or property.

Creates separate penalty of up to 5 years imprisonment for knowingly possessing tools or explosives designed to break into motor vehicles or electronic devices designed to unlock or start motor vehicles with intent to steal a vehicle.

Increases penalty to up to 10 years imprisonment when an individual possesses such motor vehicle theft tools in association with a criminal organization and intends to steal more than one motor vehicle.

Defines "electronic device or tool" as any device designed to unlock or turn on a motor vehicle, excluding legitimate electronic keys or cards issued to vehicle owners.

Specifies that motor vehicles are excluded from the definition of "depository" and allows prosecution under other applicable laws in addition to this section.
