Creates a new license category for licensed clinical social workers (LCSW) effective January 1, 2025, allowing use of titles "licensed clinical social worker," "social worker," or "l.c.s.w."

Eliminates the 2-year post-degree experience requirement and examination requirement for licensed bachelor's social workers and licensed master's social workers, effective January 1, 2025.

Establishes LCSW licensure requirements including a master's or doctoral degree in social work, coursework in human development and psychotherapy, and 4,000 hours of supervised post-master's clinical experience under a licensed clinical social worker.

Automatically grants full licenses as of January 1, 2025, to individuals holding limited licenses for bachelor's or master's level practice, and converts existing master's level licensees with clinical or macro designations to appropriate full licenses.

Requires the department to promulgate rules distinguishing training, education, and experience requirements for social work practice at the bachelor's, master's, and clinical levels.
