Amends MCL 280.196 to establish annual drain inspections conducted by drain commissioners or drainage boards for county and intercounty drains.

Allows drain commissioners or drainage boards to expend up to $10,000 per mile annually for drain maintenance and repair without petition, with this amount adjusted annually beginning January 1, 2025 based on Consumer Price Index changes.

Requires surplus construction funds and funds from completed maintenance work to be deposited in the drain fund for inspection, repair, and maintenance purposes.

Permits drain commissioners or drainage boards to assess drainage districts up to $5,000 per mile annually when the drain fund falls below $10,000 per mile to replenish maintenance reserves.

Establishes that utility charges and costs for pumping stations, sewage treatment facilities, and detention/retention basins are exempt from dollar amount limitations on expenditures and assessments.
