Modifies the Drain Code to clarify terminology and procedures for board of determination appointments, consolidation petitions, and drainage board composition across Michigan counties.

Authorizes drain commissioners to determine and approve reasonable compensation and necessary expenses for board members attending meetings, with costs assessed against the drainage project.

Allows consolidation petitions to be signed by municipalities (cities, villages, townships) authorized by their governing bodies, in addition to property owners, if at least 50 property owners or 50% of property owners sign the petition.

Specifies that drainage boards consist of the drain commissioner, county board chairperson, and county auditors board chairperson, with alternative provisions for counties without an auditors board or those organized under a charter with an elected county executive.

Updates notice requirements for drainage district meetings to allow publication in newspapers serving the county or proposed consolidated drainage district, and clarifies that failure to receive notice by mail is not a jurisdictional defect if proper mailing procedures were followed.
