Amends section 150 of the Insurance Code of 1956 to allow civil fines for violations described in section 4503 to be ordered in addition to penalties or restitution under section 4511, rather than as alternatives.

Clarifies that civil fines under section 150 may be imposed alongside other penalties for insurance code violations, not in place of them.

Maintains existing penalty structure including fines up to $1,000 per violation (or $5,000 if person knew or should have known of violation), with a maximum aggregate of $50,000 per director order.

Preserves director authority to suspend, limit, or revoke licenses and issue cease and desist orders as additional remedies.
