Adds Section 2a requiring liberal construction of the Michigan Consumer Protection Act and clarifying that remedies provided are in addition to other legal remedies.

Narrows the exemption in Section 4(1)(a) by specifying that only methods, acts, or practices that are expressly authorized by law are exempt, not entire transactions simply because they are authorized or subject to regulation.

Clarifies that a method, act, or practice is not exempt solely because it is part of an authorized transaction or subject to governmental regulation.

Corrects a citation error in Section 4(2)(c) by changing the Motor Carrier Act reference from MCL 475.1 to 479.43 to MCL 475.1 to 479.42.

Maintains the burden of proof requirement that persons claiming an exemption from the Act must prove it.
